-What is ‘with corona’
The definition of ‘with corona’ definition is not clear, sometimes it’s mean is “a quarantine system that focuses on the management of critical condition patients using vaccines and treatments” or “Status of living with Corona.” The Korean government use the word step by step recovery plan instead of with corona, because the government thought that with corona could lower the quarantine tension.
In this article, we will use the phrase ‘with corona.’ With corona has been implemented in only few countries with high vaccination rates. In this article, we find out how 'with corona' was conducted overseas, and how our country will recover our daily lives 'WHEN' and 'HOW'.
-Overseas country with Corona.
The UK is the most representative country about ‘with corona.’ The UK with Corona model is ‘We can not stop Corona, so let's go back to our daily life.’
On July 19, 2021, ‘With Corona’ was officially announced in UK. The UK model is to all at once abolish quarantine regulations such as social distancing, wearing a mask, limiting gatherings, and restricting business at facilities.
With corona was introduced based on the high vaccination rate and economic contraction in the UK. At that time, the secondary vaccination rate was 53%, and now (2021, 9,27) the primary vaccination rate is 73%, and the secondary vaccination rate is 67%. The number of daily confirmed cases in the UK has increased to 30,000 per day and deaths is also increased to around 100 per day before ‘with corona’ but the critical condition patients’ cases decreased.
The number of deaths also increased to around 100 on average per day, but the fatality rate for patients with serious and severe cases decreased. The current fatality rate is 1.8%, which is lower than before 'With Corona'.
Israel was one of the first countries to convert to 'with Corona'. They are implementing ‘With Corona’ that complies with the minimum quarantine guidelines. Since February, the quarantine guidelines have been gradually eased. In June, when the secondary vaccination rate was over 60%, all quarantine guidelines were eased except for wearing masks in indoor place.
However, since the delta mutation occurred, minimum quarantine guidelines such as mandatory wearing of masks, limiting indoor public places and limiting gathering for those who are not vaccinated. Currently, the vaccination rate is 67% for the primary and 62% for the secondary. The average number of confirmed cases in Israel is about 5,000 per day. And their fatality rate is 0.6%.
Singapore is a country that is implementing ‘with Corona’ in a different way than the UK. Singapore converted to ‘With Corona’ in August. However, unlike the UK, they chose to return to their daily lives while maintaining regulations. Singapore was one of the countries that applied very strict quarantine rules.
Currently, the quarantine guidelines have been eased, such as the limit of the number of private gatherings has been increased from 2 to 5 and allowed to work in the office has been increased by 50%. In addition, religious, sports, and cultural events can be attended by up to 1000 people and wedding ceremonies can be attended by up to 250 people only for those who have finished vaccination. However, there are still mandatory wearing of masks and restrictions on business hours.
And they are managing the movement of confirmed people through an app called ‘Trace together’ and a pass like a token. Currently, the daily average number of confirmed cases is 1500. And the fatality rate is managed at 0.1%, which is very low compared to other countries.
However, as the number of confirmed cases continues to increase due to the delta mutation, the quarantine guidelines have been strengthened again from the last week of September. In addition, European countries such as Denmark converted to quarantine guideline to ‘with corona.’
-With corona in Korea
In Korea, the ‘step-by-step recovery plan’ will be implemented after more than 70% of the people have been vaccinated and the number of daily confirmed cases calms down. It is expected that there are two conditions for the ‘step by step daily recovery plan’ in Korea.
First, more than 70% of the people are finished secondary vaccination Second, the number of confirmed cases per day is stable. The government expect that 70% to 80% of the population will complete the secondary vaccination by the end of October.
Currently, the proportion of finish primary vaccination in Korea is 74.5% and secondary vaccination is 44.9%. In addition, now that the supply of vaccines has stabilized, the vaccination interval was shortened, and the finish secondary vaccination rate will increase rapidly. Vaccination plans for 12-17 years old have been announced, and booster shots are scheduled for the elderly form October.
Korea ‘step-by-step recovery plan’ is expected to refer to the Singapore model, not the UK. Instead of abolishing all the regulations at once, it is expected to increase vaccination incentives for those who have completed the secondary vaccination.
Discussion on the ‘step by step recovery plan’ are just beginning. It is expected that ‘with corona’ will begin before the end of this year. Not all the regulations will disappear, but we will be able to enjoy more freedom in daily life.
